The National Council for Behavioral Health (National Council) is pleased to announce a Call for Applications for the National Behavioral Health Network’s 2016 State, Tribal and Territorial Agency Tobacco & Cancer Control Community of Practice (CoP). This CoP is a 7-month initiative that will be comprised of up to 10 state, tribal and territorial agency teams (e.g., state, tribal, or territorial departments of behavioral health/mental health and substance use, tobacco control programs, cancer control/prevention programs, public health departments) seeking to learn and disseminate strategies to address tobacco use and cancer risk in people with mental illnesses and substance use disorders at the state, tribal, or territorial levels. Participating state, tribal and territorial agencies will gain access to national experts and educational materials to help them develop and implement evidence-based tobacco and cancer control and prevention practices among populations with mental illnesses and substance use disorders.

By participating in the CoP, state, tribal, or territorial agency teams will:

  • Identify strategies to better address tobacco and cancer control needs among populations with mental illnesses and substance use disorders;
  • Incorporate specific state, tribal or territorial-level tobacco and cancer control strategies to address the needs of populations with mental illnesses and substance use disorders into Health Systems Transformation efforts, including but not limited to the following efforts:
  • Preparing community behavioral health organizations to meet quality metrics and standards related to health systems transformation efforts such as Certified Community Behavioral Health Clinics (CCBHCs);
  • Leveraging relationships with community behavioral health providers through state, tribal, territorial and/or local behavioral health provider associations;
  • Supporting cross-systems collaborations among comprehensive cancer control programs, tobacco control programs and community behavioral health organizations (CBHOs)

PROGRAM EXPECTATIONS & REQUIREMENTS

Each participating state, tribal, or territorial agency team will be responsible for identifying a team which should consist of at least one (1) representative from each of the following state, tribal, or territorial agencies: Behavioral Health/Mental Health & Substance Use Department; Tobacco Control Program; and/or Cancer Control/Prevention Program. State, tribal or territorial agency teams may also include representative(s) from other state, tribal, or territorial agencies including, but not limited to: state, tribal, or territorial public health department, chronic disease department, and/or Medicaid office.

State, tribal, or territorial agency teams from up to 10 states, tribes or territories will participate in a 7-month CoP that will include:

  • One (1) project kick-off webinar, May 11th, 2016, 2p – 4p ET
  • One (1) in-person meeting which will be held in Colorado on June 14th, 2016. Note: Travel and meeting location details and logistics will be along with the Acceptance Letter.
    • States, Tribes, or Territories are required to bring at least two (2) team members to the in-person meeting
    • Travel expenses will be covered for up to four (4) members of the state, tribal, or territorial agency team.
  • Topic-based conference calls, TBD during the following months: July 2016, August 2016, September 2016, October 2016, November 2016
  • Four (4) webinars with national experts:
    • July 21st, 2016, 2p – 4p ET
    • August 18th, 2016, 2p – 4p ET
    • September 22nd, 2016, 2p – 4p ET
    • October 20th, 2016, 2p – 4p ET
  • Regular progress and action plan reporting submissions
    • State, Tribal, Territorial agency teams will be compensated $1,500.00 for their data collection efforts ($750.00 given upon acceptance; and $750.00 to be given after your state, tribal, or territorial agency team has submitted final report). NOTE: Compensation will be provided to the state, tribal, or territorial agency team for disbursement to the team.
  • Completion of one (1) State, Tribal, or Territorial Community of Practice survey at the end of the project (November 2016); the survey will collect information on the team’s:
    • Accomplishments
    • Challenges faced
    • Changes implemented

APPLICANT ELIGIBILITY

States, tribes and territories are eligible for this CoP, the State, Tribal, and Territorial Agency Tobacco & Cancer CoP. Eligible applicants should be seeking collaboration and partnership opportunities to collectively enhance tobacco and cancer control practices for people with mental illnesses and addictions on a systems-level.
